**Article 1. Objective**
This Decree defines principles, regulations, and measures regarding the management, monitoring, and inspection of health impact assessment work to ensure that the implementation of such work proceeds efficiently and effectively, aiming to prevent, control, respond to, and halt the transmission of health impacts on workers and communities in the project area, surrounding project areas, or other locations that may arise from investment projects or activities. It can be linked with regional and international frameworks, contributing to the socio-economic development of the nation in a green and sustainable direction.

**Article 2. Health Impact Assessment**
Health Impact Assessment is the process of studying, surveying, researching data, and utilizing tools to measure and predict potential harmful effects on health, both direct and indirect, that may arise from investment projects or activities, as well as establishing management plans for each phase.

**Article 3. Definition of Terms**
The terms used in this Decree shall have the following meanings:
1. **Health determinants** means the range of personal, social, economic, and environmental factors that have a direct or indirect impact on health and determine the health status of an individual or community;
2. **Health hazards** means anything that may cause harm to the functioning system and the environment that poses risks in work activities, such as pathogens, chemicals, and radiation;
3. **Urgent factors** means health determinants that require urgent risk analysis, which may affect the health of workers and communities within a project, surrounding areas of a project, or other locations at the start of a project or activities that require immediate remediation;
4. **Specialized expert** means a person with specific qualifications related to health impact assessment work, who has been authorized to operate in health impact assessment by the Ministry of Public Health;
5. **Health impact assessment operator** means a person who conducts a health impact assessment business, hired by a project or activity owner to carry out the health impact assessment as stipulated in this Decree or by the public health sector as stipulated in separate regulations;
6. **Stakeholder** means an individual, legal entity, or organization that has an interest, involvement, connection, or is affected (benefited or harmed) by an investment project or various activities.
