Article 1
Article 1 Purpose (Amended)
This Law stipulates principles, regulations, and measures for the management, monitoring, and inspection of fire safety work, aiming to instill in all people a sense of ownership over this work, to build a firefighting force that is strong, stable, and professionally skilled, with agile and timely working methods that keep pace with the times, ensuring firefighting work is prompt, effective, and efficient, with the goal of preventing losses to the lives, health, property, nature, and environment of the people, the nation, and collectives, maintaining social peace and safety from fire threats, and contributing to the defense and development of the country.
Article 2
Article 2 Fire Prevention and Firefighting (Amended)
Fire prevention means the advance preparation and organization of personnel, forces, technical equipment, establishment of fire prevention systems, technical inspections, application of various measures, and conduct of publicity, education, training, and guidance for all people to understand, be aware of, and prepare, in order to pre-establish fire prevention plans and prevent the occurrence of fires.
Firefighting means the urgent and timely deployment of personnel, forces, vehicles, technical equipment, materials, and tactics to extinguish fires.
Article 3
Article 3 Interpretation of Terms (Amended)
The terms used in this Law have the following meanings:
1. Fire, refers to a hazard caused by fire that results in damage to the life, health, property of the people, the state, and collectives, as well as to nature and the environment;
2. Combustion, refers to the phenomenon where a substance or chemical reaction occurs, releasing heat and emitting light;
3. Explosive substance, refers to solids, liquids, and gases that are prone to ignition and combustion;
4. Flammable substance, refers to substances and objects that are prone to catching fire, primarily including oil, gas, etc.;
5. Technical equipment, refers to specialized equipment used in firefighting work, primarily including hoses, nozzles, smoke detectors, heat detectors, cooling systems, sprinkler systems, automatic fire extinguishers, etc.;
6. Firefighting area, refers to the scope and location of the fire site, including areas adjacent to the fire site where firefighting forces are performing firefighting tasks;
7. Agency or unit, refers to the premises of state organizations, diplomatic missions, consular missions, international organizations, and business establishments;
8. Fire safety technical standards, refer to regulations on principles, rules, and quality concerning fire safety;
9. Major fire, refers to a hazard caused by fire that is large in scale and spreads over a wide area, potentially causing significant damage, primarily including spreading forest fires, community fires, and urban fires;
10. Economic zone, refers to an area designated for developing infrastructure, undertaking investment projects, and conducting various business activities within the economic zone, including special economic zones and specialized economic zones.
