Article 1 Purpose
This decree defines principles, regulations, and measures regarding the management, promotion, monitoring, and inspection of research activities of scientific researchers to ensure that scientific research is centralized and unified nationwide, aiming to create conditions for scientific researchers in both the public and private sectors to conduct scientific research, develop technology, and innovate, contributing to the socio-economic development of the nation and linking with the region and internationally.

Article 2 Scientific Researcher
Scientific researcher is a person who conducts scientific research to create knowledge and understanding about phenomena, essence, laws of nature and society that can be applied in the development of technology, innovation and creation of products to serve society.

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Researcher means a person who conducts systematic research on a subject in their field of expertise, using methods of data collection, analysis, and investigation, with the aim of solving a problem or developing understanding of that subject, and aiming to create products to serve society;
2. Technology means the process of transforming resources into products to serve society, through the use of tool systems, energy, vehicles, methods, and specific production techniques;
3. Innovation means the application of knowledge, abilities, production techniques, and scientific and technological experience to research, invent, provide services, develop products, and bring high-quality goods to society in new forms.
