Article 2 Management of Provincial Sports Competitions
Management of provincial sports competitions is a major sports event within the province, comprising various types of sports competitions among districts, in order to promote sports activities widely among the masses, enhance the physical fitness and morale of youth, students, pupils, and intellectuals, to keep them away from addictive substances, and also to raise the technical and tactical level of sports playing increasingly stronger.

Article 2 Definition of Terms
1. Provincial sports event management means the process of various types of sports competitions among districts within a province;
2. Referee means a person who controls the competition in accordance with rules and regulations correctly;
3. Athlete means a person who plays sports, participates in training, practice, performance and competition of any type of sport;
4. Coach means a person with specialized knowledge, experience, skill, who guides and trains athletes in any type of sport;
5. Regulations, rules means the provisions of any type of sport issued according to the unified type of sport to serve as a basis for fair competition;
6. Medal means the certification of the success of each type of sports competition in order, such as: gold medal, silver medal and bronze medal;
7. Mascot means a cultural-social symbol recognized and approved by the organizing committee.

Article 3 State Policy
The State encourages, promotes in terms of personnel, provides materials and budget into sports work. Encourages individuals, legal entities, organizations both public and private, domestic and foreign to invest in sports development with various policies; The State regards sports work as one of the important tasks in developing human resources in terms of physical and mental health, making people patient, strong, sacrificial, disciplined, patriotic, making society lively, joyful and contributing to socio-economic development.
