Article 1: Purpose
This agreement establishes principles, regulations, and measures regarding the designation of smoke-free zones to ensure the implementation of such work is efficient and effective, aiming to reduce tobacco consumption, unnecessary expenses, harms from exposure to tobacco smoke and secondhand smoke, protect and promote the health of citizens, and preserve the environment. It also aims to prevent fire hazards and contribute to the protection and development of Khammouane Province.

Article 2 Determination of Smoke-Free Zones
The determination of smoke-free zones refers to the designation of places where smoking is prohibited, and leaving cigarette butts is prohibited, in public places, offices, organizations, workplaces, hospitals, schools, factories, workshops, and other workplaces in both the public and private sectors throughout Khammouane Province, which have been designated as smoke-free zones, must be completely free of or have no tobacco smoke whatsoever.

Article 3 Definition of Terms
The terms used in this agreement have the following meanings:
1. Tobacco product means a product processed wholly or partly from tobacco leaves, containing nicotine as an ingredient, which is a toxic and addictive substance;
2. Second-hand tobacco smoke means smoke exhaled by a smoker or smoke emitted from a lit cigarette butt;
3. Exposure to second-hand tobacco smoke means a non-smoker receiving smoke exhaled by a smoker or smoke emitted from a lit cigarette butt;
4. Cigarette butt or stub means the waste left from smoking, both industrial and hand-rolled cigarettes, discarded by the smoker in piles or scattered. Sometimes it may still be burning or already extinguished;
5. Indoors means a place covered by a roof, enclosed by walls or without permanent walls, including balconies, elevators, stairs, reception halls, extensions, dining rooms, rooms, game rooms, terraces, huts, and others.
