Article 1 Citizen Database and Identity Card
Citizen database and identity card are the center for systematically collecting, maintaining and managing citizen data and identity cards in paper and electronic forms.

Article 2 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Civil information means demographic data, personal identification number, temporary stay, temporary stay registration, no temporary address, address notification and other information of Lao citizens, foreigners and stateless persons residing in the Lao PDR;
2. Identity card information means basic personal information including identification number, photo and biometric data;
3. Personal identification number means a number that identifies the identity of a citizen, verifies identity, issues identity cards, searches and uses personal information in the citizen and identity card database;
4. Biometrics means the use of scientific techniques to distinguish and confirm specific characteristics of a person such as fingerprints, face, iris, voice and other data;
5. Residence means the place where a citizen lives or resides, including permanent residence, current residence, temporary stay in any locality belonging to a village, sub-district, district, municipality, capital, province;
6. Current residence means the permanent residence or temporary stay where a citizen currently lives;
7. Temporary stay means the stay of a citizen in another place for a certain period that is not a permanent residence according to laws and regulations.

Article 4 Principles on Civil Database and ID Card Work
Civil database and ID card work shall comply with the following principles:
1. In accordance with laws, regulations, national socio-economic development plans, conventions to which the Lao PDR is a party, and relevant international treaties;
2. Centralized and unified management nationwide;
3. Ensure accuracy, objectivity, completeness, clarity, transparency, fairness, convenience, promptness, and verifiability;
4. Ensure confidentiality, security, and permanent retention of data;
5. Ensure harmonious coordination among ministries, organizations, local authorities, and social participation.
