Article 2 Digital Platform
Digital platform is a type of digital infrastructure that serves as an intermediary service for electronic transactions, manages data, and creates an environment to connect service providers and service users, enabling them to use services and conduct electronic transactions together through the use of digital technology and the internet network.

Article 2 Interpretation of Terms
The terms used in this agreement are defined as follows:
1. Technical standard certification means the recognition of the correctness and conformity of a digital system developed according to technical standards set by the Ministry of Technology and Communications;
2. Transport means the service of moving passengers, goods, and objects by various types of transport vehicles, in each case, with lawful permission in accordance with relevant laws and regulations;
3. Logistics means the management system of the process of moving goods, involving planning, control, storage, packaging, handling, transport, services, and provision of related information, efficiently and effectively from origin to destination according to customer needs in a chain;
4. Foreign supplier means a person, legal entity, or organization that does not have a domicile and has not registered to establish an enterprise in the Lao PDR, but generates income from supplying digital goods and digital form services to service users in the Lao PDR;
5. Digital content means information in the form of letters, text, images, animations, sound, or other forms created, stored, and disseminated using digital technology, enabling service users to access the information through electronic devices, digital platforms, or similar means;
6. System development process means the process of planning, analyzing, designing, building, testing, and maintaining an electronic transaction system that the business operator intends to provide services in the Lao PDR.

Article 3 Scope of Application
This agreement applies to individuals, legal entities or organizations, both domestic and foreign, that are engaged in electronic transaction system services in the Lao PDR.
