Article 2 Management of Water User Associations
Management of water user associations means promoting, monitoring, and inspecting water user associations to operate effectively in water management and irrigation system maintenance for sustainability and maximum benefit.
Water user association, abbreviated as “WUA”, is a voluntary association of farmers with common objectives and shared interests.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. Irrigation means a system of water supply and drainage for agricultural production, consisting of irrigation systems, anti-drought irrigation systems, and flood prevention drainage systems;
2. Irrigation management includes the Irrigation Water Users Group Management Committee, meaning individuals who are representatives of members elected by the general meeting of members to hold positions as the management committee as defined in the group's roles and responsibilities;
3. Member means a landowner or a non-landowner within the irrigation project area who voluntarily participates in the group's activities and accepts the regulations;
4. Farmer means a person engaged in agricultural production as a profession, such as cultivation, animal husbandry, and fisheries;
5. Member obligations mean the duties and responsibilities of members to comply with the regulations of the Irrigation Water Users Group and the assignments of the Group Management Committee;
6. Rotational irrigation water distribution means the planned and economical distribution of water by rotating water use weekly for each area of secondary canals;
7. Irrigation right reserved area means an area where other constructions are not permitted that affect irrigation works;
8. Fund means contributions from beneficiary farmers obtained from collecting irrigation water fees and other contributions according to the regulations of the Water Users Group;
9. Agricultural producer means a person who actually uses water in production;
10. Canal system means canals that convey water to production areas, such as main canals, secondary canals, and tertiary canals;
11. Canal structures means structures consisting of water gates, water diversion structures, water lifting structures, side drainage structures to prevent water overflow over the canal bank, end check structures, canal culverts, and bridges over canals.

Article 3 Principles
The principles regarding the management of irrigation water user groups are as follows:
1. Ensure consistency with policies, laws, regulations, socio-economic development plans, and the plans of the agriculture and environment sector;
2. Be consistent with the principle of participation of individuals, legal entities, and relevant organizations;
3. Ensure centralized, unified, equitable, and transparent management;
4. Ensure the management, protection of irrigation activities and the use of water to achieve maximum benefits;
5. Ensure the rights and interests of members of the water user group.
