Article 2 Establishment of Drug-Free Departments and Sectors
The establishment of drug-free departments and sectors is the process of selecting departments and sectors under the Sekong Provincial Administration that can comply with the criteria for establishing drug-free departments and sectors as stipulated in this agreement.

Article 2 Definition of terms.
The terms used in this agreement are as follows:
- "Agency" means: state organization in the two armed forces (national defense forces, public security forces);
- "Sector" means: party-state organizations, Lao Front for National Construction organizations, mass organizations, provincial and district social organizations;
- "Drug-free" means: no drugs, no possession, buying-selling, gathering, no drug users of any kind;
- "Random drug testing" means: random selection of individuals for drug testing.
