Article 1 Objective
This Decree defines principles, regulations and measures regarding the management, monitoring and inspection of child adoption work in order to ensure that such work is implemented correctly in accordance with laws and regulations, aiming to ensure that child adoption work is efficient and effective, contributing to the protection of the rights and best interests of the child.

Article 2 Adoption of Children
Adoption of children is the acceptance of another person's child as one's own adopted child, within the country or abroad, through proper procedures, giving rise to family rights and obligations in accordance with laws and regulations.

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Adopted child means a child who has been lawfully permitted to be an adopted child of another person in accordance with laws and regulations;
2. Child means a person under eighteen years of age;
3. Child guardian means a person who has responsibility for the child similar to the child's parents;
4. Adoptive father, adoptive mother means a Lao citizen or alien, foreigner, who has been authorized by the relevant authority to take a child as their adopted child;
5. Child lacking care means a child who is abandoned, deserted, orphaned, or without a caregiver;
6. Special child means a child who experiences behavioral problems, abnormal expression, physical disability, intellectual disability, or psychological impact;
7. Alien means a person of another nationality who has entered and settled, resides in the Lao PDR for a long time, holds an alien card, and whose government still officially recognizes them;
8. Foreigner means a person of another nationality who enters the Lao PDR temporarily or for a long time to perform a certain duty and returns upon expiration;
9. Social worker means a person authorized by the state to provide assistance to families and children before and after the adoption of a child.
