Article 2 Management of Urban Planning of Kaysone Phomvihane City
Management of urban planning of Kaysone Phomvihane City is the management of urban survey, design and planning to be correct according to standards in service, technical, scientific, economic-cultural and social aspects, environmental protection, including control of urban development and construction to be in accordance with the approved urban plan and relevant regulations.

Article 2 Definition of Terms
The terms used in this agreement are defined as follows:
1. “Village” means the lowest level of local administrative area
2. “Urban area” means an area with dense population, engaged in industry, commerce and services; and having technical, social and public health infrastructure
3. “Urban area of a city” means the urban area covering most or all of the city, according to the approved master plan, belonging to a district or city, consisting of many villages
4. “Townscape” means the overall image reflecting the lifestyle of people in the urban area, describing buildings, natural and social environment
5. “Urban architecture” means the art of designing buildings that express character, proportion, purpose and usage goals in harmony with the landscape and natural and social environment of the urban area
6. “Urban topographic map” means a detailed representation of landforms, elevations, house locations, rivers, transportation networks, natural objects, historical sites
7. “Building line” means an imaginary line along the front outer wall of a building set to locate the ground floor of the building adjacent to the ground and parallel to the road reservation line
8. “Road reservation line” means an imaginary line parallel to the outer edge of the sidewalk of a road and adjacent to the land ownership line on the road front. The road reservation lines on both sides of the road also define the public vacant land of the state reserved for planting trees and constructing other necessary infrastructure
9. “Arterial road” means a major road of the entire urban traffic system that receives traffic from outside into the urban area or directs traffic out of the urban area
10. “Collector road” means a road that connects traffic from arterial roads to various zones of the urban area such as residential areas, central business district, industrial areas, and is considered a road connecting arterial roads and connecting roads
