Article 1

Article 1 (Amended) Purpose
This Law stipulates the principles, regulations, and measures concerning the organization and activities of the National Assembly, in order to ensure that it performs its duties, exercises its rights, and fulfills its obligations efficiently and effectively, aiming to strengthen the state authority organ and effectively participate in building a rule-of-law state of the people, by the people, and for the benefit of the people.

Article 2

Article 2 (Amended) National Assembly
The National Assembly is the representative organ of the rights and interests of the multi-ethnic people of Laos, the highest state authority organ, and the legislative organ, with the duties to consider and adopt the Constitution and laws, decide fundamental and important issues of the nation, and oversee the respect for and implementation of the Constitution and laws by state organs.

Article 3

Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Representative body means a body vested with authority by the people;
2. Legislation means the enactment of laws;
3. Oversight means the activity of collecting information and data and evaluating whether the exercise of rights and performance of duties by state bodies and officials are correct and in compliance with the Constitution and laws;
4. Approval (of treaties) means the approval by the National Assembly or the Standing Committee of the National Assembly of treaties to which the Lao People's Democratic Republic has signed and become a party;
5. Major fundamental issues of the state means issues concerning politics and administration, economy and society, and organization and personnel;
6. Lao citizen means a person holding Lao nationality and having a close political and legal connection between the individual and the Lao People's Democratic Republic;
7. Confidence assessment means the evaluation and classification by National Assembly representatives of the performance effectiveness of officials elected or approved for appointment by the National Assembly through scoring (numerical scoring);
8. Vote of no confidence means a vote by National Assembly representatives, through a session of the National Assembly, expressing disapproval or lack of confidence in the performance of duties by officials elected or approved for appointment by the National Assembly;
9. Justice means correctness and reasonableness in accordance with the law;
10. Rule of law means the correct and strict respect for and implementation of the law;
11. Oath means a pledge made before the National Assembly to perform duties with purity and loyalty, to be devoted to one's duties, and to serve the nation and the people.
