Article 2 Management of Urban Planning of Outhoumphone City
The management of urban planning of Outhoumphone City is the management of survey, design and planning of the city to be correct according to administrative, technical, scientific, economic-cultural and social standards, environmental protection, including control of urban development and construction to be in accordance with the approved city plan and relevant regulations.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. "City" means an area with a dense population, predominantly engaged in industry, commerce, and services, and having technical, economic-social infrastructure;
2. "Urban area" means a part or the whole of a city, based on the boundaries of the master plan approved periodically;
3. "Sub-district" means the lowest level of local administrative area under a district, consisting of several villages;
4. "Cityscape" means the overall view reflecting the lifestyle of people in the city, describing buildings, natural and social environment;
5. "Urban architecture" means the art of designing buildings that express character, proportion, purpose, and usage goals harmonizing with the landscape and natural and social environment of the city;
6. "Urban topographic map" means a detailed representation of landforms, elevations, house locations, rivers, transportation networks, natural objects, and historical sites;
7. "Building setback line" means an imaginary line parallel to the outer wall of a building, set to determine the location of the ground floor of the building adjacent to the ground and parallel to the road reserve line;
8. "Road reserve line" means an imaginary line parallel to the outer edge of the sidewalk of a road and adjacent to the land ownership line on the road side.
