Article 2 Prevention and Resolution of Drug Problems in Educational Institutions
Prevention and resolution of drug problems in educational institutions are methods of education, propaganda, dissemination of laws and regulations, raising awareness among students, pupils, teachers, and educational personnel to recognize, understand, and take measures against those involved with drugs.

Article 2 Definition of Terms
The terms used in this agreement are defined as follows:

1. Narcotic drugs means substances that stimulate or depress the nervous system, obtained from plants that produce addictive substances or from chemical synthesis, which when consumed have severe effects on health and mental state, and lead to increasing dependence.

2. Prohibited narcotic drugs means narcotic drugs that the law does not permit to cultivate, produce, process, buy-sell, distribute, possess, import, export, transport, transit through the Lao PDR, use, or consume absolutely.

3. Prevention of narcotic drugs means preventing the presence of narcotic drugs in educational institutions through various methods.

4. Pupil means a learner in pre-school education, general education, lower vocational education, and middle vocational education.

5. Student means a learner in higher education, bachelor's, master's, and doctoral levels.

6. Teacher means a person who performs the duties of teaching, transferring knowledge, educating, researching, promoting, and assisting learners in various forms.

7. Educational personnel means a person who performs the duties of management, administration, inspection, guidance, assistance, and facilitation of teaching and learning at educational institutions.

8. Individual means a person with full legal capacity who operates and lives in society with rights and obligations as stipulated in the Constitution.

9. Legal entity means a business unit or organization established lawfully, having a name, office location, own property, and rights and obligations as stipulated by law.

10. Family means a cell of society consisting of husband, wife, children, or other family members who have mutual relationships and live together with a correct household registration.

11. Society means living together, relationships between people, groups of people, communities, or organizations within society.

12. Village and sub-district education development committee means any non-permanent organization coordinated by the sub-district or village administrative committee.

13. Educational institution means a place for conducting teaching and learning, research, training, practical exercises, both in-school and out-of-school, public and private sectors, comprising: centers, schools, colleges, institutes.

Article 4 State Policy
The State focuses on propaganda, dissemination of laws, regulations and education to make students, college students, teachers, educational personnel see the harm and dangers of narcotic drugs. There are policies to encourage and promote individuals, families and organizations of all sectors to participate in the prevention and resolution of drug problems. Provide budget, vehicles and materials into the said work to make educational institutions drug-free.
