Article 1 Foundation
A foundation is a social organization with legal personality, having specific capital and assets for public benefit in the fields of culture, education, environment, public health, sports, science, charity, humanity, and others, without seeking profit.

Article 2 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. "Non-profit" means the capital, assets, and income derived from the activities of the foundation, after deducting administrative expenses, the remaining portion is not distributed, not used for personal benefit, but used in accordance with the objectives set forth in the foundation's regulations;
2. "Capital" means money and assets;
3. "Foundation assets" means land, buildings, vehicles, office equipment, and other property acquired through purchase, contribution, donation, assistance from individuals, legal entities, or organizations both domestic and foreign, or transferred by the state;
4. "Capital donation" means the sacrifice, transfer of capital by individuals, legal entities, or organizations that are lawful and in accordance with regulations to the foundation;
5. "International organization" means an international organization that is part of the United Nations network, an intergovernmental international organization, or a non-governmental international organization;
6. "Fundraising" means organizing forums, conferences, events, or other activities for individuals, legal entities, and organizations to donate, support funds to the foundation;
7. "Foundation registration certificate" means the document certifying and recognizing the legal entity status and activities of the foundation issued by the Central Party Organizing Committee.

Article 4 State Policy on Foundation Work
The State encourages individuals, legal entities and organizations to establish foundations and operate effectively, efficiently and in line with policies, laws and regulations.
The State promotes foundations to cooperate with international organizations in mobilizing and receiving donations from individuals, legal entities and organizations both domestically and abroad that are lawful in accordance with laws, regulations and the foundation's rules.
