Article 2 Association
An association is a social organization with legal personality, established voluntarily by its members, operating regularly, non-profit, mutually supportive, protecting the legitimate rights and interests of the association, its members, or the community.

Article 2 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. "Non-profit" means capital, assets, income derived from the activities of the association, after deducting administrative expenses, the remainder is not distributed, not used for personal benefit, but used in accordance with the objectives set forth in the association's regulations;
2. "Community" means citizens living in a specific area, having similar characteristics, being bound together, and interdependent;
3. "Association assets" means land, buildings, vehicles, office equipment, and other property acquired through purchase, contribution, donation, assistance from individuals, legal entities, or organizations both domestic and foreign, or transferred by the State;
4. "Voluntary" means participation in any social organization according to one's own will and desire, free from any coercion;
5. "Capital" means money and assets;
6. "Capital donation" means the sacrifice, transfer of capital by individuals, legal entities, or organizations in accordance with laws and regulations to the association;
7. "Fundraising" means organizing forums, meetings, events, or other activities for individuals, legal entities, and organizations to donate and support capital to the association;
8. "International organization" means an international organization that is part of the United Nations network, an intergovernmental international organization, or a non-governmental international organization (international NGO);
9. "Association registration certificate" means a document issued by the Central Party Organization Committee certifying and recognizing the legal personality and activities of the association.

Article 3 State Policy on Association Work

The State encourages individuals, legal entities and organizations to establish associations and operate effectively, efficiently and in line with policies, laws and regulations.

The State promotes associations to cooperate with international organizations in mobilizing and receiving donations from individuals, legal entities and organizations both domestically and abroad that are lawful in accordance with laws, regulations and the association's rules.
