Article 2 Seal
A seal is a special instrument of an organization which, when affixed to a document, indicates the powers, rights and duties of state organizations, social organizations, economic organizations, religious organizations and international organizations that perform their functions in the Lao PDR as prescribed by law, and certifies the legal value of the document.

Article ມາດຕາ 2

Article 2 Interpretation of Terms

The terms used in this Decree have the following meanings:

1. Wet seal means a seal that uses ink to imprint on a document, and after imprinting, the information and content of the seal are visible;

2. Dry seal or embossed seal means a seal that does not use ink, and after imprinting on a document, the information and content of the seal are raised and visible;

3. Small seal means a wet seal or dry seal that has the same content as the original unit's seal but is smaller in size;

4. State organization means the National Assembly, the President, the Government, the People's Councils and local administrative authorities, the People's Courts, the People's Prosecutor's Offices at various levels, embassies and consulates stationed abroad;

5. Economic organization means state enterprises, private enterprises or mixed enterprises with state capital of fifteen percent or more, business groups, business unions, business associations, trade associations and cooperatives;

6. Social organization means federations, unions, clubs, associations and foundations;

7. Religious organization means a group or organization that takes religious beliefs and teachings as its core and establishes an internal system to enable believers to practice continuously and have organizational relationships, such as: the Lao Buddhist Fellowship Organization, Christian organizations and other religious organizations;

8. Engraving of seals means the production of seals according to the forms specified in this Decree, which have been submitted for approval by various sectors;

9. Registration means the recording and collection of information on the form, size and content of seals.

Article 4 Principles of Seal Management and Use
The management and use of seals shall comply with the following principles:
1. Conformity with guidelines, policies, the Constitution, laws and regulations;
2. Conformity with the political tasks, positioning, roles, rights and duties of the sector, agency or organization concerned;
3. Centralization and uniformity throughout the country;
4. Openness, transparency, fairness and verifiability.
