Article 1

Article 1 Purpose
This Law prescribes the principles, regulations, and measures regarding the election of representatives to the National Assembly and representatives to the Provincial People's Assembly, in order to ensure that the activities of Lao citizens in exercising their democratic rights in elections are conducted in accordance with the law, and to guarantee the election of assembly representatives with complete qualifications, aiming to improve and strengthen the National Assembly and Provincial People's Assemblies to be stable and robust, becoming institutions that truly represent the rights and interests of the multi-ethnic Lao people.

Article 2

Article 2 (Amended) Election of National Assembly Members and Provincial People’s Council Members
The election of National Assembly members and Provincial People’s Council members is a process through which Lao citizens exercise their political duties and democratic rights, selecting individuals who meet the full criteria to serve in the National Assembly and Provincial People’s Councils as representatives of the supreme power of the multi-ethnic Lao people.

Article 3

Article 3 (Amendment) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Lao citizen means a person who holds Lao nationality and has a close political and legal connection between the individual and the Lao People's Democratic Republic;
2. Person sentenced by a court to deprivation of liberty means a person who has been adjudged by a court as an offender and is currently serving the sentence;
3. Unverifiable ballot means a ballot that cannot be clearly verified, such as a defaced ballot, a torn ballot, or a ballot exceeding the number of eligible voters in that polling station;
4. Assembly representative means a representative of the National Assembly and a representative of the Provincial People's Assembly;
5. Assembly means the National Assembly and the Provincial People's Assembly;
6. Provincial People's Assembly means the People's Assembly of the Capital and Province;
7. Constituency means the area where candidates register to stand for election as representatives of the National Assembly and representatives of the Provincial People's Assembly.
