Article 2 Management of Conservation Pools
Management of conservation pools is the process of planning, organizing, implementing monitoring, inspection and evaluation of the protection of habitats, spawning grounds, breeding grounds of aquatic animals, including ecosystems and biodiversity in conservation pool areas, with the participation of communities in the said water source areas.

Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. Reserve means any water body designated along rivers, reservoirs, or catchments that has water year-round, serving as a safe habitat and breeding ground for aquatic animals;
2. Ecosystem means the relationship between living and non-living things that exist in nature;
3. Biodiversity means the diversity of ecosystems, species, and varieties of living things such as plants, animals, insects, and microorganisms within a natural area;
4. Aquatic animal habitat means a natural or man-made water body that serves as a place for aquatic animals to live and reproduce.

Article 3 Principles on Reserve Management Work
Reserve management work shall comply with the following principles:
1. In line with policies, laws, strategies, development plans and regulations related to aquatic animal and fisheries work;
2. Centralized and unified management throughout the country;
3. Ensure the participation of the state, private sector and multi-ethnic people in the management of reserves;
4. Linked to awareness-raising on conservation, conservation tourism and sustainability;
5. Implement relevant conventions and international treaties to which the Lao PDR is a party.
