Article 2 Labour Inspection

Labour inspection is the activity of labour inspectors in monitoring, inspecting, collecting information and evidence on the implementation of laws and regulations concerning working conditions, occupational safety and health, social security, skills development and employment placement.

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Labor unit means a production, business or service unit of all socio-economic sectors established correctly in accordance with the law;
2. Workplace means the place where a worker performs duties or works, belonging to a labor unit, which may have multiple workplaces;
3. Labor inspection checklist means the checklist used for labor inspection at a labor unit or workplace, as prescribed by the Ministry of Labor and Social Welfare.

Article 3 Principles on Labour Inspection
Labour inspection shall be carried out in accordance with the following principles:
1. In conformity with laws, conventions to which the Lao PDR is a party, and relevant international treaties;
2. Centralized and unified management throughout the country;
3. Ensuring accuracy, transparency, fairness and verifiability;
4. Ensuring not to cause difficulties to the work activities of the inspected entity.
