Article 1 Management of Social Security Fund
Management of social security fund means the management of revenue sources, social security benefit expenditure plans, regular administration and investment projects, together with fund accumulation and investment in accordance with laws and regulations, in order to ensure the financial strength and sustainability of the fund.

Article 2 Interpretation of Terms
1. Fund means the social security fund;
2. Organization means the National Social Security Organization;

Article 3 Terms used in this law have the following meanings:
3. National social security organization at each management level means the National Social Security Organization, provincial (capital) social security offices, and district, municipality, city social security service centers;
The supervising minister means the Minister of Labor and Social Welfare;
The authorized person means the head of the National Social Security Organization;
Contributions means the money that the government, employers, and insured persons contribute monthly to the National Social Security Fund according to the rates stipulated in laws and regulations;
7. Fund accumulation means the collection of surplus money from the use of various revenues of the National Social Security Organization, kept at the National Treasury or banks to support long-term social security benefit payments;
8. Budget surplus means a budget where the total revenue figure exceeds the total expenditure figure;
9. Government subsidies means the budget allocated by the government to the National Social Security Organization to pay various benefits to target groups disabled due to combat and combat service, re-pension recipients, and children of pension recipients.
