Article 2 Policy and Compensation Unit Price
Compensation policy is the determination of conditions to serve as a basis for compensation for damages from the flood disaster risk management project in Pakkoun District, Bolikhamxay Province, to those affected, including land area, structures, trees, and opportunity costs.
The compensation unit price for impacts is the calculation basis for the assets of those affected by the project.

Article 2 Definition of Terms
The terms used in this agreement are defined as follows:
1. Flood Disaster Risk Control Project means a state investment project that specifies in detail the activities, steps, methods, budget, and implementation timeline.
2. Project Owner means the Department of Waterways, Ministry of Public Works and Transport, responsible for studying, surveying, designing, constructing, and implementing the project.
3. Development Project means any investment project or activity involving construction, improvement, and repair to upgrade and enhance quality.
4. Affected Person means an individual or legal entity affected by the project development, directly or indirectly, who has been registered based on actual survey data.
5. Relocation means moving the residences and structures of affected persons from the construction area of the flood disaster risk control project in Pakxan Municipality to a new location.
6. Industrial Trees means teak, rosewood, teak, ironwood, yellowwood, whitewood, rosewood, and agarwood.
7. Fruit Trees means coconut, longan, mango, tamarind, milk fruit, star apple, sugar apple, lychee, pomelo, avocado, olive, and sapodilla.
8. Crops means banana, sugarcane, galangal, and fodder grass.
9. Income Loss means loss of income from cessation of business activities during the project construction period.

Article 3 State Policy
The State encourages project investors to contribute to compensation for damages affecting people's property by establishing a committee for mediation-allocation, compensation and handling of people's complaints to ensure the project proceeds and achieves success according to the set plan.
The State encourages individuals, legal entities and social organizations to contribute to the management, protection and assistance of project development, particularly by actively contributing labor, spirit, property and other materials in accordance with the policy guidelines, laws and regulations as stipulated.
The State broadly opens for all sectors to express opinions and raise various issues regarding damages in order to achieve unity in resolving issues for affected persons.
The State protects the legitimate rights and interests of affected persons equally, effectively and peacefully.
