Article 1 Riparian Land Reserve
Riparian land reserve is a reserved land area along the watercourse to preserve, for example, land along rivers, natural ponds, reserved from the bank inward to the inland area.

Article 2 Definition of Terms
The terms used in this law have the following meanings:
1. Protected area means an area designated for protection, scientific research and development;
2. Waterfront land means land surrounding water sources, such as along rivers, streams, ponds, canals, naturally occurring and man-made reservoirs;
3. Riverbank land means land along the Mekong River, tributaries of the Mekong River, and other rivers that are not tributaries of the Mekong River;
4. Bank slope means the top of the bank slope of tributaries of the Mekong River and other rivers that are not tributaries of the Mekong River;
5. Swamp margin means land at the edge of areas with permanent or seasonal waterlogging, naturally occurring or man-made;
6. Main tributaries of the Mekong River means the Mang River, Ngiap River, Chan River, and Kateng River;
7. Minor tributaries of the Mekong River means the Kap River, Lo River, Jing River, Kadan River, Sa River, Thon River, Yong River, Pha River, Moun River, Chat River, and Heung River;
8. Pond-side land means land at the edge of areas with permanent or seasonal water, naturally occurring or man-made;
9. Sustainable agricultural production means the use of land for agricultural production while conserving and protecting it for long-term use;
10. Erosion prevention and control means preventing and stopping erosion in river areas and along riverbanks;
11. Ecosystem means the interrelationships, both positive and negative, between living and non-living things that exist naturally;
12. Land encroachment means the violation of land use rights of the state, individuals, legal entities, or organizations for personal benefit;
13. Individual land use right means the land use right of Lao citizens who hold a valid land title deed according to law;
14. Carbon credit means the buying and selling of carbon to reduce greenhouse gas emissions and can be sold as carbon credits.

Article 3 State Policy
Provincial administrative organizations encourage and promote individuals, legal entities or organizations, both public and private, domestic and foreign, to contribute to the protection, development, prevention of damage from encroachment, restoration of riverside land, use in scientific research, environmentally friendly technology and tourism, in order to contribute resources to the protection of the environment and water resources in a green and sustainable direction.
