Article 1 Policy and Compensation Unit Price
The policy and compensation unit price for property affected by the National Road No. 13 South improvement and rehabilitation project is the determination of conditions and compensation unit price for affected persons from additional works in the project area of the National Road No. 13 South improvement and rehabilitation project, including impacts from additional project works (construction of 11 bridges) in the section of Bolikhamxay Province (km 71 to km 249), from Thaphabath District to Pakkading District, Bolikhamxay Province, which includes land, buildings, and opportunity cost.

Article 6 Scope of Application
This agreement applies specifically to the compensation of people's property from the National Highway No. 3 South improvement and repair project, including impacts from additional project works (construction of 11 bridges) in Bolikhamxay Province, which includes affected families in 12 villages under 3 districts: (a) Thaphabat District has 4 villages: Sisomsai, Namlo, Nongkeun, and Pakthouay; (b) Pakxan District has 4 villages: Kuayoudom, Namngieb, Phosay Neua, and Simoungkhoun; and (c) Pakkading District has 4 villages: Phoncharoen, Nakhao, Namsang, and Namthon. For state public utilities, consultations will be held with relevant parties to implement in accordance with regulations.

Article 3 Types of Property
Types of property within the area of the National Road No. 13 South Improvement and Repair Project, section of Bolikhamxay Province (km 71 to km 249), including impacts from additional project works (construction of 11 bridges), which lie within the boundaries of 3 districts: Thaphabat, Pakxan, and Pakkading, Bolikhamxay Province, consist of various types of property: land, buildings, public utility systems, and others.
1. Land types are land within the project area, including:
- Construction land: land used for construction and must have a building located on that land at the time of data collection, or have documents specifying it as construction land (but not yet built upon), must comply with regulations on land title issuance;
- Commercial land: land used for business operations, with a building located on that land, such as: shops, service places, or rental premises that are operating during the data collection period;
- Paddy field: land cleared by manual labor or machinery, with embankments to retain water, used for growing wet-season rice, dry-season rice, or other crops, and must be used continuously every year;
