Article 1

Article 1 (Amended): Purpose
This Law stipulates the principles, regulations, and measures concerning the organization and activities of the Provincial People's Council, to ensure its efficient and effective performance of duties, exercise of rights and obligations, aiming to strengthen the local state authority, participate in building a law-governed state of the people, by the people, and for the people, truly serving the interests of the people.

Article 2

Article 2 (Amended) Provincial People's Assembly
The Provincial People's Assembly is the representative organ of the rights and interests of the multi-ethnic people of Laos, and the local state authority organ, responsible for deliberating and adopting regulations of general binding force, deciding major fundamental issues of the locality, and supervising the compliance with and implementation of the Constitution, laws, and sub-legal normative acts by local state organs.

Article 3

Article 3 (Amended) Interpretation of Terms
Terms used in this Law shall be construed as follows:
1. “Provincial People’s Council” means the People’s Council of the capital city or province;
2. “Local state power” means the people’s power vested in the locality by the people and entrusted to the Provincial People’s Council to exercise on their behalf;
3. “Locally binding normative documents” means resolutions of the Provincial People’s Council, resolutions of the Standing Committee of the Provincial People’s Council, and decisions of local administrative agencies;
4. “Major fundamental local issues” means matters concerning politics and administration, economy and society, organization and personnel;
5. “Privileges of Provincial People’s Council delegates” means special rights exclusively granted by law to Provincial People’s Council delegates, namely that they shall not be arrested, detained, held in custody, or subject to criminal prosecution without the consent of the Standing Committee of the Provincial People’s Council;
6. “Confidence vote” means the assessment and classification by Provincial People’s Council delegates, through numerical scoring, of the effectiveness of performance of duties by persons elected or appointed upon nomination by the Provincial People’s Council;
7. “Vote of no confidence” means a vote by Provincial People’s Council delegates at a session of the Provincial People’s Council expressing non-support or lack of confidence in the performance of duties by persons elected or appointed upon nomination by the Provincial People’s Council;
8. “Oath” means taking an oath before the Provincial People’s Council to perform duties and responsibilities with a pure and loyal heart, serving the nation and the people.
