Article 2 Employment services for the unemployed
Employment services for the unemployed are the registration, provision of advice and guidance on information, legislation and creating favorable conditions for the unemployed to enter into jobs according to the needs of labor units within the country, self-employment or going to work abroad under the labor market information system.

Article 2 Scope of Application
This agreement applies to unemployed persons who are members of the National Social Security Organization.

Article 3 Registration of Unemployed Persons
Unemployed persons may choose a location or register by themselves, and must submit complete documents in accordance with Article 6, then submit them to the responsible registration officer at the registration place, or register by themselves, in order to apply as an unemployed person and be entered into the labor market information system, for the purpose of re-entering the labor market or receiving unemployment benefits according to the conditions.
Unemployed persons who are dismissed from work must register as unemployed within thirty days (30 days) from the date of leaving work. Failure to register within the specified time shall result in the loss of the right to register as an unemployed person and to receive unemployment support policies under the laws and regulations. Unemployed persons who have established their own businesses, engaged in freelance occupations, seasonal work or product-related work, or received early retirement benefits, shall not be able to register as unemployed persons in the labor market information system, but may register as general job seekers.
Registration of unemployed persons in the labor market information system shall be done using a telephone number; such telephone number shall be considered the identification number of the unemployed person, and registration as an unemployed person can only be done once (in case the unemployed person becomes unemployed again, if they wish to change the registered telephone number, they shall notify the Department of Employment to update the registration information).
