Article 2 Audit of Commercial Banks
Audit of commercial banks is the conduct of inspection and certification of the accuracy, consistency, and completeness of financial reporting documents, operational efficiency, compliance with laws, regulations, and internal rules of commercial banks.

Article 2 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. Internal audit means the audit of a commercial bank by an internal auditor;
2. External audit means the audit of a commercial bank by an external auditor;
3. Auditor means an internal auditor and an external auditor;
4. Internal auditor means the internal audit body of a commercial bank;
5. External auditor means an audit company that provides audit services to a commercial bank under contract;
6. Auditor (individual) means a person who forms part of the audit committee in auditing a commercial bank;
7. Prudential regulations means regulations issued to maintain the stability of commercial banks, such as the Law on Commercial Banks and the regulations of the central bank;
8. Internal regulations means internal legal instruments of a commercial bank, such as rules, agreements, provisions, guidelines, manuals.

Article 4 Principles on Commercial Bank Examination
Commercial bank examination shall follow the main principles as follows:
1. Conduct examination regularly and continuously;
2. Ensure the examination identifies risks and deficiencies of the commercial bank in order to determine, measure, assess, monitor, rectify or mitigate risks appropriately and in a timely manner;
3. Ensure transparency, independence and ethics of examiners.
