Article 1
Article 1 (Amended) Purpose
This Law stipulates the principles, regulations, measures, and methods for the oversight work of the National Assembly and provincial People’s Councils of Laos, in order to make such oversight work effective and efficient, to ensure that state organs correctly and strictly respect and implement the Constitution, laws, and normative legal acts subordinate to laws, aiming to prevent and combat violations of the law, rectify negative phenomena in society, and ensure political system stability, national security, socio-economic development, social order and peace, unity and harmony, democracy, justice, and civilization.
Article 2
Article 2 (Amended) Supervision by the National Assembly and Provincial People's Assemblies
Supervision by the National Assembly and Provincial People's Assemblies refers to activities of collecting information and data and making evaluations regarding the exercise of powers and performance of duties by state agencies and personnel, to ensure correctness and compliance with the Constitution, laws, and sub-legal normative documents, while also proposing methods and measures to handle the results of supervision to the relevant agencies.
Article 3
Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Monitoring refers to activities of ascertaining, observing, and collecting information on the implementation of the Constitution, laws, and normative legal documents below the level of law;
2. Inspection refers to activities of collecting information and evaluating the respect for and implementation of the Constitution, laws, and normative legal documents below the level of law;
3. Supervised subjects refer to organizations and persons established, elected, or whose appointment recommendations are approved by the National Assembly and the People’s Councils of provinces;
4. Normative legal documents below the level of law refer to resolutions of the National Assembly session, resolutions of the National Assembly Standing Committee, orders of the State President, decrees of the Government, resolutions of the Government session, agreements and directives of the Prime Minister, agreements, directives, and instructions of Ministers and heads of state agencies, resolutions of the People’s Council session of provinces, resolutions of the Standing Committee of the People’s Council of provinces, agreements, directives, and instructions of the Chairperson of the province and the Mayor of the capital, agreements, directives, and instructions of the Chairperson of the district, the head of the municipality, and the head of the city, as well as village regulations and conventions;
5. Interpellation refers to the act of a National Assembly delegate or a delegate of a provincial People’s Council asking questions and raising issues of concern, requiring explanations from the supervised subject;
6. Explanation refers to the act of the supervised subject answering and clarifying a specific issue raised by the National Assembly Standing Committee, National Assembly delegates, the Standing Committee of the provincial People’s Council, or delegates of the provincial People’s Council during interpellation.
