Article 2 Plant Protection Network
Plant Protection Network is a technical coordination network system for plant protection to survey, monitor and warn of plant pests, research on plant pests, sample preservation, establishment of plant pest database, prediction of plant pest outbreaks, control and application of integrated plant protection techniques, including quality testing and research of fertilizers, pesticides, plant seeds and agricultural chemical residues nationwide.

Article 2 Definition of Terms
The terms used in this agreement are defined as follows:
1. "Pest list" means a list of pests, such as a list of plant diseases, insect pests, weeds or parasitic plants, and storage pests or pests, which are basic information for technical negotiations on market opening of plants and plant products of the Lao PDR with trading partner countries;
2. "Diagnosis" means the specific identification of plants through symptoms and specific characteristics of plants and plant products, including other factors related to abnormal plant processes caused by pest damage and other factors;
3. "Forecasting" means the estimation or assessment of pests in advance to warn of pest outbreaks related to climatic factors such as temperature, humidity, sunlight, rainfall, and wind direction;
4. "Monitoring" means tracking the outbreak situation of pests in production areas to control severe outbreaks and find timely solutions;
5. "Pesticide residue" means the residue of pesticides, heavy metals, microbial toxins, and other chemical contaminants in plants and plant products.

Article 3 Establishment of Plant Protection Network
Plant protection network means the development of a coordination network on plant protection techniques to link with implementing units which are permanently located at central, provincial, district, sub-district and target village levels.
The plant protection network consists of coordination points, plant clinics, plant pest control service units and plant banks.
