Article 1 Objective
This Decree defines principles, regulations and measures on policies for the development, management and monitoring of industrial zones in order to create favorable conditions for activities and investment in industrial zones, aiming to promote and develop industry to grow in the direction of industrialization, modernization, green and sustainable, contributing to the national socio-economic development to be strong and sustainable.

Article 2 Industrial Zone
Industrial zone means an area permitted to develop technical infrastructure systems such as: road system, electricity, water supply, telecommunications, drainage, waste treatment, flood protection, buildings, residences, warehouses, fire protection and other necessary facilities to support investment in industrial factory operations.

Definition of Terms
Terms used in this Decree have the following meanings:
Developer means a legal entity licensed to invest in the development of an industrial park;
Investor means a person or legal entity licensed to invest in manufacturing business and ancillary activities such as vocational training centers for industry, shops, restaurants within the industrial park;
Land Use Right Certificate means a document certifying the right to use land in the industrial park issued by the Industrial Park Management Office to the investor for the period of use obtained from the developer, which has legal validity for use in accordance with laws and regulations, i.e., can be leased, assigned, transferred, used as collateral, etc., as stipulated in the Land Law and related legislation;
Tailings means a certain amount of the same mineral remaining, mixed with waste, that cannot be fully recovered from exploration, production, and smelting;
Associated mineral means other minerals included in the same ore as the main mineral, forming a mineral group that cannot be separated in the exploration process;
Inorganic fertilizer means fertilizer obtained from a chemical synthesis process that specifies the main plant nutrients such as nitrogen (N), phosphorus (P), potassium (K);
Production chain means the production and supply of processing industries that are interconnected in any industrial network, where the product of one factory supplies another factory for processing into new products;
Industrial park connecting infrastructure means the system of roads, electricity, water supply, telecommunications, and drainage systems that connect the industrial park to any point outside the industrial park, such as highways, transport stations, airports, power stations, water supply pipes, canals or large waterways.
