Article 2 Business Operation Permit in the Public Works and Transport Sector
The business operation permit in the public works and transport sector is the issuance of permits to individuals, legal entities, and organizations to conduct business activities under the public works and transport sector, ensuring compliance with the size, type, investment form of the business and the scope of services as stipulated in laws and regulations.

Article 3 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. Road business means a service business unit engaged in survey and design, consulting services, construction material research, road construction contracting, road maintenance and repair, and other businesses related to roads;
2. Building construction business means a service business unit engaged in survey and design, construction material research, consulting, building construction contracting, building repair, extension, restoration, reconstruction, and other businesses related to building construction;
3. Railway business means a service business unit engaged in survey and design, consulting services, construction material research, railway construction contracting, maintenance and repair, production, installation and repair of railway signs, signal lights, traffic signs, railway cargo distribution centers, railway logistics zones, railway ticket sales, railway ticket agents, railway transport services, repair of locomotives, carriages, railway equipment, and other businesses related to railways;
4. Land traffic business means a service business unit engaged in driving instruction, production of signs, signal lights, traffic signs, and other businesses related to land traffic;
5. Land transport business means a service business unit engaged in passenger transport, passenger transport stations, bus ticket sales, car rental, cargo transport and delivery, cargo transport stations, cargo distribution centers, control, storage, packaging, loading and unloading, transport management, and other businesses related to land transport;
6. Land vehicle business means a service business unit engaged in vehicle import and export, production and assembly, testing centers, technical inspection centers, car repair shops, and other businesses related to land vehicles;
7. Waterway business means a service business unit engaged in passenger and cargo transport, waterway logistics, survey and design, consulting services, construction material research, waterway infrastructure construction contracting, maintenance and repair, shipyards, ship leasing, ticket sales and agents, river construction material extraction, and other businesses related to waterways;
8. Water supply business means a service business unit engaged in water supply construction, maintenance and service, water supply infrastructure improvement and development, wastewater treatment construction, and other businesses related to water supply;
9. Housing business means a service business unit engaged in housing allocation, construction, development, housing procurement and service, housing repair, extension, restoration, reconstruction, sale, lease, hire-purchase, and other businesses related to housing.

Article 3 Scope of Application
This agreement applies to individuals, legal entities, and organizations, both domestic and foreign, that are involved in and operate in relation to the business conduct of the public works and transport sector in the Lao PDR.
