Article ມາດຕາ 1

Article 1 Purpose
This Decree defines principles, regulations and measures regarding the management and monitoring of elderly affairs in order to make such affairs operate efficiently and effectively, aiming to protect the rights and legitimate interests of the elderly, to provide the elderly with care, a good living, and to contribute to the socio-economic development of the nation.

Article 2 Elderly
Elderly are Lao citizens who are sixty years of age or older.

Article 3 Definition of Terms
The terms used in this Decree shall have the following meanings:
1. "Family" means a cell of society consisting of husband, wife, children or other family members who have mutual relations and live together with a proper household registration;
2. "Society" means relations between people, groups of people, communities or social organizations;
3. "Aging society" means a society where the population aged sixty years and over accounts for ten percent or more of the total population;
4. "Health care" means activities to maintain the health of the elderly, aiming to promote the physical and mental health of the elderly to be complete according to their age;
5. "Public place" means a place that everyone can access and use, such as hospitals, schools, temples, parks, tourist attractions, stadiums, airports, bus stations, railway stations, markets, parking lots, gas stations, banks;
6. "Access" means receiving services without obstruction, barriers in terms of environment and attitude.
