Article 2 Extraction of construction materials along rivers
Extraction of construction materials along rivers means the suction, scooping and digging of gravel, sand and soil along rivers using motor vehicles, equipment and other tools.
Article ມາດຕາ 2
Article 2 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. River means the Mekong River, other rivers, and their tributaries;
2. River structure means riverbanks, riverbeds, islands, islets, rapids, reefs, and sandbars;
3. River construction materials means materials used for construction, such as gravel, sand, and black soil that have been researched and certified by the energy and mining sector;
4. River construction material extraction business means the activity of extracting gravel, sand, and black soil in rivers;
5. Gravel means naturally occurring stones in rivers with a size ranging from 2.00 to 60.00 millimeters;
6. Sand means the accumulation of sediment in rivers with a size ranging from 0.06 to 2.00 millimeters;
7. Black soil means soil formed by natural deposition on river sandbars;
8. Border river means a river that flows through the border line according to the border treaty between the Lao People's Democratic Republic and neighboring countries.

Article 3 Scope of Application
This agreement applies to individuals, legal entities, and organizations involved in and operating in relation to the extraction of construction materials along rivers in the Lao PDR.
