Article 1 (Amended) Purpose
This agreement defines principles, regulations and measures for determining land and building valuation zones to serve as a basis for calculating fees for land registration and building registration activities to be efficient and effective, to ensure the purchase, sale, transfer, inheritance of land use rights of individuals, legal entities, party-state organizations that have received use rights and management rights of various types of land, implementation of land policies, collection of land taxes, from the transfer of land use rights, aiming to ensure monitoring of revenue collection from land and buildings, as well as to exercise rights and fulfill obligations correctly according to regulations, contributing to the socio-economic development of Savannakhet Province to gradually grow, with a society of unity, justice and civilization.

Article 2 Valuation of Land and Buildings
Valuation of land and buildings is the determination of the price of land and buildings based on the specific characteristics of location, topography, infrastructure, and the level of socio-economic development in each period.
Valuation of buildings is the determination of the price of building types used as residences, workplaces, and various business activities.
Valuation of land is the determination of the price of land in each zone and each type within Savannakhet Province, based on the composition, location, and nature of the land, type of building, infrastructure system, land development, and quality level of the land.

Article 3 State Policy
