Article 1
Article 1 (Amended) Purpose
This Law prescribes principles, regulations, and measures regarding the management, transfer, appointment, grading, promotion, salary, allowances, reassignment, tracking and inspection, evaluation, and removal of judges, in order to ensure that judges possess loyalty, moral character, revolutionary ethics, integrity, professional ethics, and judicial morality, and to ensure that their duties in hearing, adjudicating, and trying cases are performed promptly, transparently, correctly, completely, and objectively, contributing to the promotion of social peace, order, and justice.

Article 2 Judges
A judge is a person who adjudicates, decides, and tries cases in the name of the State, and is appointed by the Standing Committee of the National Assembly.
Article 3
Article 3 (Amended) Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Local People's Courts means the Regional People's Courts, Provincial People's Courts, Capital People's Courts, and District (Municipality) People's Courts;
2. People's Court System means the Supreme People's Court, Local People's Courts, and Military Courts;
3. Committee means the Examination Committee, Monitoring and Inspection Committee, and Evaluation Committee;
4. Court Hearing Interrogation means the questioning of case participants by the trial panel during a court hearing;
5. Professional Ethics (Code of Conduct) means the personal code of conduct for judges as prescribed by this Law;
6. Judge Council means the leadership body of the Supreme People's Court, composed of the President, Vice Presidents, Heads of Trial Chambers, and a number of judges;
7. Senior Judge means a Level 3 or Level 4 judge who has reached retirement age and has been approved by the President of the Supreme People's Court to serve as a senior judge;
8. Court Council means the leadership body of a Local People's Court, composed of the President, Vice Presidents, Heads of Trial Chambers, and a number of judges;
9. Military Court Council means the leadership body of the High Military Court and Regional Military Courts, composed of the President, Vice President, Head of the Criminal Trial Chamber, Head of the Office, and a number of judges.
