Article ມາດຕາ 1
Article 1 Purpose
This Decree defines principles, regulations and measures regarding the management, monitoring and inspection of national railway reserve areas in order to make the implementation of such work efficient and effective, aiming at protecting railway infrastructure, national railway reserve areas and the environment, as well as ensuring safety for train operations to be convenient, safe and fast, contributing to national defense, security maintenance and socio-economic development of the nation.

Article 2 National Railway Reserve
National railway reserve means the national railway area, safety protection area and national railway reserve area on land, above ground, underground, above water, tunnels including the reserve area of railway stations.

Article 3 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. Rail head means the top surface of the rail where the wheel contacts the rail;
2. Outer edge of railway bridge means the outermost left and right sides of the railway bridge structure;
3. Railway structure protection zone means the area designated to protect the railway track, bridge, and tunnel structures for safety, stability, efficiency of train operation, and long-term use;
