Article 2 Railway Safety Fund
Railway Safety Fund, abbreviated as “RSF”, is a state fund established to support and mobilize funds from various sources, both domestic and foreign, to ensure adequate and sustainable budget and to use it effectively and efficiently in railway safety work.

Article ມາດຕາ 2

Article 2 Interpretation of Terms
The terms used in this Decree have the following meanings:
1. "Railway officials" means railway police and railway running inspectors;
2. "Railway police" means officials from the Ministry of Public Security who are appointed and assigned to perform duties on trains, stations, and railway lines in controlling, maintaining peace, order, and safety, inspecting prohibited or illegal objects, and handling incidents that occur;
3. "Railway running inspector" means staff of the Ministry of Public Works and Transport who are appointed or assigned by the Minister of Public Works and Transport to perform duties in facilitating, managing, inspecting safety and order on trains, stations, and railway lines;
4. "Railway safety" means the prevention and maintenance of safety on trains, stations, and railway lines;
5. "Surcharge" means an additional collection from the price of passenger and cargo transport by railway to be contributed to the fund at rates determined by the government periodically;
6. "Camp" means the location of public security and defense forces performing security protection duties along railway lines;
7. "Patrol route" means the path along railway lines where public security and defense officials move, monitor, and inspect the safety condition of railway transport.

Article 3 Principles of Fund Management and Use
The management and use of the fund shall follow the following principles:
1. Flexible, timely, fair, transparent, and ensure expenditure according to the annual plan;
2. Correct according to the budget, economical, efficient, effective, and sustainable;
3. Regular inspection and audit, correct and in accordance with laws and regulations.
