Article 8 International Cooperation
The State promotes relations and cooperation with foreign countries, regions and international organizations regarding surveying, aerial photography, land and water area photography, satellite imagery use, mapping and geographic information, based on respect for independence, sovereignty, unity and territorial integrity, in accordance with the foreign policy of the Lao PDR, treaties to which the Lao PDR is a party and relevant international conventions; ensuring the preservation of state secrets, national defense, security, social order and fairness, with mutual benefits.
The basic contents of cooperation with foreign countries in the field of surveying and mapping are as follows:
1) Exchange of experts and technicians, training and development of human resources in the field of surveying and mapping;
2) Cooperation in scientific research, application, transfer and development of surveying and mapping technology;
3) Exchange of surveying products, maps, geographic information data;
4) Cooperation in organizing meetings, attending meetings, organizing seminars, international forums;
5) Implementation of activities, business operations, cooperation projects, grant projects, loan projects.
Individuals, legal entities, enterprises, companies engaged in cooperation activities with foreign countries regarding surveying, aerial photography, land and water area photography, satellite imagery use, mapping and geographic information, according to the 5 basic contents of cooperation with foreign countries above, must report on their cooperation activities once a year at the end of each year to the Ministry of Home Affairs.
Provincial/Capital Home Affairs Departments, District Home Affairs Offices that have the purpose of conducting cooperation activities with foreign countries regarding surveying, aerial photography, land and water area photography, satellite imagery use, mapping and geographic information, according to the 4 basic contents of cooperation with foreign countries above, namely: contents 2, 3, 4 and 5, must report, coordinate, consult on their cooperation activity plan with the Ministry of Home Affairs before carrying out cooperation activities.
Ministries, equivalent organizations, provinces/capitals that have the purpose of conducting cooperation activities with foreign countries regarding surveying, aerial photography, land and water area photography, satellite imagery use, mapping and geographic information, according to the 4 basic contents of cooperation with foreign countries above, namely: contents 2, 3, 4 and 5, must coordinate with the Ministry of Home Affairs.
