Article 2 Management of Teachers and Students
Management of teachers and students is the implementation of the national education policy according to the decentralized management, with the participation of local administrative organizations and communities, enabling teachers to correctly implement the policy of educational work and the children of the people to attend school according to the age criteria, in order to develop such work to achieve standards, quality, sustainability, to develop human resources to become good citizens, with revolutionary moral qualities, knowledge, ability, profession, work skills, health, knowing how to love and promote fine arts, culture, customs and traditions of the locality and the nation.

Article 2 Interpretation of Terms
The terms used in this agreement have the following meanings:

2. Student: means a person who is studying or researching at all levels and grades in pre-school education, general education, lower vocational education and middle vocational education;
3. General education teacher: means a teacher who teaches primary and secondary school students;
4. The three characteristics of Lao education are: 1) National character; 2) Scientific and modern character; 3) Mass character;
5. The five foundations of Lao education are: 1) Moral education; 2) Intellectual education; 3) Labor education; 4) Physical education; 5) Art education.
