Summary

Article 1
Article 1. Purpose
This Law prescribes principles, regulations, and measures concerning the establishment, operation, management, inspection, and development of libraries to promote reading and research, disseminate guidelines, policies, laws, and regulations, disseminate achievements in intellectual property, provide various types of valuable knowledge beneficial to society, with a view to developing human resources and participating in the maintenance and development of the nation.

A library is a treasure trove of knowledge, a place for collecting, preserving, and accumulating books and other publications, containing human knowledge and wisdom, systematically organized according to academic principles, in order to provide and serve information to people of all social strata.
Article 3
Article 3. Interpretation of Terms
The terms used in this law shall have the following meanings:
1. Library science refers to the professional academic discipline of libraries used for teaching;
2. Librarian refers to a graduate who has completed a course of study in library science;
3. National bibliography refers to a compilation of all types of books published within the country;
4. Ancient books refers to books of considerable age;
5. Audiovisual materials refers to physical objects that record information and images using light, color, and sound;
6. Habit formation refers to cultivating awareness to make it customary;
7. Mobile library refers to books and other publications placed in cabinets, bags, vehicles, boats, etc., operated by a library established with legal approval, moving to various locations;
8. Library resources refers to books, other publications, and various types of equipment;
9. Electronic library refers to the application of modern tools in library work.
