Article 2 Forest Tourism
Forest tourism is the conduct of tourism activities in forest areas allocated by the state, which do not cause adverse impacts on the ecosystem and environment, and are linked to nature conservation, culture, history, research, photography, and others.

Article 2 Interpretation of Terms
The terms used in this agreement have the following meanings:
1. “Forest area” means forests and forest land designated by the State, consisting of protection forests, conservation forests, and production forests;
2. “Operator” means a legal entity or organization that conducts tourism business or other activities, duly registered as an enterprise or holding a permit in accordance with the law;
3. “Community” means a village located within or adjacent to a forest area that meets the conditions and has participated in or is a party to a cooperation agreement for conducting tourism activities in the forest area;
4. “Forest and forest land management agency” means the Ministry of Agriculture and Forestry, provincial agriculture and forestry departments, district agriculture and forestry offices, as well as provincial conservation forest-protection forest management units, national park management units, and national conservation forest management units;
5. “Cooperation agreement” means a contractual document specifying conditions, agreed upon and signed in writing by the parties, between the forest and forest land management agency, the operator, and the community, to jointly conduct tourism activities in the forest area;
6. “Sustainable tourism” means systematic development and tourism that complies with laws, regulations, and sustainable development plans, without causing negative impacts on the environment, tourist sites, and local people;
7. “Sustainable financing” means generating revenue from tourism and other activities to continuously meet the budget for management, protection, and development of the area;
8. “Entrance ticket” means a card that tourists must purchase to enter a forest area or tourist site, based on the conditions of each area and type of tourist, specifying number, date, price, validity period, issuing authority, and other content regarding the location or tourist attraction;
9. “Tourist” means a person traveling from their place of residence to another locality or country for tourism, visiting, sightseeing, relaxation, entertainment, health promotion, study and research, performance, meetings, and other activities, not for permanent residence, job seeking, occupation, or earning income in various forms.

Article 5 Scope of Application
This agreement applies to individuals, legal entities, communities and organizations, both domestic and foreign, conducting tourism activities in forest areas in the Lao PDR.
