Article 2 (Amended) Promotion of Micro, Small and Medium Enterprises
Micro, small and medium enterprises are business units that are established and operate legally in accordance with relevant laws and regulations, with their size determined by the average number of employees per year, total asset value, and annual business revenue of each enterprise sector, as stipulated by the government from time to time;
Promotion of micro, small and medium enterprises means creating opportunities and favorable conditions for the people to know how to conduct business, produce goods, engage in trade and services, apply scientific techniques, technology and innovation, access market information, access funding, produce in groups, associations or cooperatives, process goods to meet market demand, and be competitive both domestically and internationally.
Micro, small and medium enterprises are abbreviated as MSMEs.

Article 2 (Amended) Definition of Terms
The terms used in this agreement have the following meanings:
1. Micro-enterprise means a business unit registered according to the size of capital, number of employees, and annual business revenue as measures, in accordance with Decree No. 04/ລບ, dated January 12, 2023;
2. Productivity means the efficiency and effectiveness of business operations and production, measured by comparing outputs to inputs such as labor, capital, raw materials, and time;
3. Innovation means the creation, development, and introduction of new products, processes, or services that are efficient, effective, and competitive;
4. One District One Product means a product that utilizes local labor, wisdom, and creativity, is a priority and outstanding product of the district, guaranteed in quantity, quality, and reputation, abbreviated in English as "ODOP" or "One District One Product";
5. Green development means development of production and processing in an environmentally friendly manner, with replanting, being eco-friendly, not using toxic chemicals harmful to ecosystems, animals, and humans;
6. Household economy in agricultural and handicraft production means production using labor of family members without hiring external individuals, using persons listed in the same household registration or living in the same household for 5 consecutive years (in case not listed in the household registration);
7. Seasonal business means a person selling a certain product seasonally on a temporary basis, not as a specific occupation;
8. Market fair means a shop selling groceries and consumer goods without a fixed location, moving according to appointments held in municipal towns, cities, communities, or any festival with a fixed time, with permission from relevant authorities;
9. Door-to-door sales means a person carrying goods to sell along villages, houses, or public places without a fixed location;
10. Mobile shop means a person engaged in trading various types of goods without a fixed location, able to move to any place without a fixed time;
11. Convenience store means any shop with a variety of goods for sale to consumers and the general public.

Article 4 (Amended) Provincial Policy on the Promotion of Micro, Small and Medium Enterprises
The provincial administration encourages individuals, legal entities and organizations of all sectors, both domestic and foreign, to create conditions and facilitate the operation of MSMEs to be efficient and effective, in order to develop MSMEs to be diversified, strong, and inclusive, in a green and sustainable direction;
The provincial administration protects and guarantees the rights and interests of licensees in accordance with laws and regulations;
The provincial administration encourages and promotes the exchange of technical and academic lessons both domestically and internationally to create conditions for MSME units to access sources of capital.
