Article 1
Article 1. Purpose
This Law stipulates principles, regulations, and measures regarding the management, supervision, and inspection of primary health care work, in order to ensure its effective and efficient organization and implementation, aiming to strengthen primary health care work, enable the people to become masters of their own health, gain access to basic public health services, enjoy healthy bodies and longevity, and contribute to the defense and development of the nation.

Article 2: Primary Health Care
Primary health care refers to the proper care, nursing, and health maintenance of the basic health of the people, carried out by the masses in accordance with health care principles, health promotion principles, and public health science, with state support and the participation of all sectors of society.
Article 3
Article 3. Interpretation of Terms
The terms used in this Law shall have the following meanings:
1. Non-communicable diseases refer to diseases caused by genetic, physiological, environmental, and behavioral risk factors, which cannot be transmitted between humans or between animals and humans, such as cardiovascular diseases, cancer, and diabetes;
2. Communicable diseases refer to diseases caused by pathogens or variants of pathogens, which can be transmitted, spread, and infected between humans, between animals and humans, and through vectors, by direct or indirect means;
3. Principles of health care refer to the rules and measures formulated by the Ministry of Health that must be complied with to prevent the occurrence and/or spread of diseases and to protect the health of the people;
4. Public health science refers to systematic knowledge about public health, health education for sick and unhealthy populations, or health services;
5. Leaving no one behind means enabling everyone to have universal, equal, and equitable access to basic public health services;
6. Environmental sanitation refers to the collection, transportation, and treatment of household waste, the treatment of wastewater generated from households and various types of usage, including the construction of latrines, to prevent it from flowing into water sources and water supply systems.
