Article 2 Inspection and Certification of Fuel Quality
Inspection and certification of fuel quality means the monitoring, technical inspection, examination and certification of the quality of all types of fuel produced, processed, imported, exported and distributed in the Lao PDR.
Article ມາດຕາ 2
Article 2 Definition of Terms
The terms used in this agreement have the following meanings:
1. Fuel oil means petroleum products, namely: gasoline, diesel, aviation kerosene, kerosene, furnace oil, biofuel, liquefied petroleum gas and other fuel oils.
2. Fuel oil business means business operations concerning refineries and processing plants, import and export of fuel oil and sale of fuel oil, fuel oil stations, warehouse rental services and fuel oil transport services.
3. Fuel oil operator means individuals, legal entities and organizations, both domestic and foreign, that conduct fuel oil business and have been correctly registered as enterprises under the law on enterprises.
4. Fuel oil quality means the required physical and chemical characteristics that comply with national, regional and international standards.

Article 4 Scope of Application
This agreement applies to individuals, legal entities and organizations, both domestic and foreign, that conduct fuel business in the Lao PDR.
