Article ມາດຕາ 1
Article 2 Seized, confiscated and forfeited timber and timber products are state property
Seized or confiscated timber and timber products are timber and timber products that the investigation agency of the forestry authority has ordered to be seized or confiscated.
Timber and timber products forfeited to the state are timber and timber products that the People's Court has adjudicated to forfeit such timber and timber products to the state.

Article 2 Interpretation of Terms
The terms used in this agreement are defined as follows:
1. "Wood and wood products that rapidly deteriorate" means wood and wood products that are prone to rot, decay, crack, warp, bend, or twist, which will directly cause damage and affect the value of the wood and wood products;
2. "Wood and wood products that are difficult to preserve" means wood and wood products that have no person or place for preservation;

6. Article 4 Principles on work of timber and timber products that are seized, confiscated and forfeited to the state
The management of timber and timber products that are seized, confiscated and forfeited to the state shall follow the following principles:
1. Manage centrally and uniformly throughout the country;
2. Ensure the protection of timber and timber products from loss or damage;
3. Use in accordance with laws and regulations;
4. Ensure accuracy, fairness, transparency and verifiability;
5. Coordinate with relevant sectors in the management, monitoring and use of timber and timber products.
