Article 1 Purpose
This Decree defines principles, regulations and measures regarding the management and monitoring of digital transformation work to promote the transformation into a digital government, digital economy and digital society, aiming at the widespread use of modern technology in the public sector, business sector and society, ensuring safety, stability and order of society, contributing to the socio-economic development of the nation.

Article 2 Digital Transformation
Digital transformation is the process of transitioning or changing operational methods from traditional forms to new forms by using digital technology as a tool to drive production, services, and management in the fields of public administration, economy, and society to achieve convenience, speed, transparency, efficiency, and high effectiveness.

Article 3 Definition of Terms
The terms used in this Decree have the following meanings:
1. Digital technology means modern communication, information, and news technology;
2. Digital skills means having basic skills and knowledge in using computers and digital devices to connect to the internet for daily life and work, as well as higher-level skills in developing various software and being able to deeply understand, apply, and utilize technology to achieve maximum benefits without causing negative impacts on others;
3. Supply chain means a network of individuals, organizations, resources, activities, and technologies involved in the creation, production, and sale or service. It includes everything from the delivery of raw materials from suppliers to manufacturers, to the delivery to end users;
4. Incubation means the process of supporting early-stage startups to develop their business and bring their products to market faster. It provides access to resources such as office space, consulting, and funding.
