Article 2 Electronic State Asset Management Information System

The Electronic State Asset Management Information System is the development of information technology systems and the modernization of state asset management; managing the use of information technology systems in the specialized work of state assets nationwide.

Management of state assets through the Electronic State Asset Management Information System is the principle of managing and monitoring the use of state assets electronically, in general and in particular, it is the monitoring of the use of state assets and the management of statistical data of state assets, including movable and immovable property, from the central level down to the local grassroots level nationwide.

Management of asset account data, state asset statistics, and analysis-research of state asset data through the Electronic State Asset Management Information System is the main task of the Department of State Asset Management of the Ministry of Finance, including monitoring the use of state assets, accounting, registration, coding, registration numbers, account consolidation, procurement, new construction, and disposal of state assets each year, including movable and immovable property, as well as ownerless property or property confiscated by court order to the state, and property obtained through borrowing-grant aid, nationwide.

Article 2 Scope of Application
This guideline applies to party-state organizations, ministries, provinces, and Vientiane Capital nationwide that manage and use the electronic state asset management information system.

Article 3 Steps and Mechanisms for Managing the Use of the Electronic State Property Management Information System

1. The use of the Electronic State Property Management Information System by party-state organizations, ministries, provinces, and Vientiane capital shall be carried out by the property management sectors of those party-state organizations, ministries, provinces, and Vientiane capital, which may coordinate with the Department of State Property Management, Ministry of Finance, to develop training plans for system use and assign user passwords in accordance with regulations;

2. In case of a change in the person responsible for property accounting, such change must be notified and a request for system use submitted. The new property accounting officer of the party-state organizations, ministries, provinces, and Vientiane capital may request a username and password from the Department of State Property Management to access the system;

3. The Ministry of Finance (Department of State Property Management) is the sole authority to determine system user rights and to provide training on system use to party-state organizations, ministries, provinces, and Vientiane capital;

4. Party-state organizations, ministries, provinces, and Vientiane capital shall propose the determination of system user rights within their own departments and divisions, subject to official approval from the Ministry of Finance, and shall develop plans to train their subordinate central departments and local divisions nationwide on system use.
