Article 1 Objective
This Decree defines principles, regulations and measures regarding the management and monitoring of the clearance of unexploded ordnance (UXO) in order to make the implementation of such work efficient and effective, aiming to ensure safety of body, health, life and property from unexploded ordnance and national security, contributing to socio-economic development in line with sustainable development direction.

Article 2 Resolution of Unexploded Ordnance Problems
Resolution of unexploded ordnance problems means risk education, survey and clearance of unexploded ordnance, victim assistance, and quality management.

Article 3 Definition of Terms
The terms used in this Decree have the following meanings:
1. “Unexploded ordnance” means all types of explosives and explosive substances left over from war;
2. “Operating organization” means an organization carrying out humanitarian unexploded ordnance clearance operations and an enterprise conducting business related to unexploded ordnance clearance;
3. “Victim” means a person injured or killed, including family members and communities affected by an unexploded ordnance accident;
4. “Survivor” means a person injured in an unexploded ordnance accident who has received medical assistance;
5. “Explosive conventions” means the Convention on the Prohibition of Cluster Munitions, the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons, the Protocol on Explosive Remnants of War, and other conventions to which the Lao PDR is a party.
