Article 2 Definitions
Vientiane Capital Disaster Management Fund is the fund of the Vientiane Capital Administration, abbreviated as: KCPNW, established to mobilize funds, accumulate funds and materials from all sectors, both domestic and foreign, aiming to ensure budget and materials for effective and efficient disaster management.

Article 4 Wind disaster means: a phenomenon caused by nature, such as thunder and lightning, storms.
Definition of terms
Terms used in this regulation have the following meanings:
Fund means: money or materials obtained from the state budget, contributions from individuals, legal entities and organizations of all sectors, both domestic and foreign;
Disaster means: a serious dangerous event caused by natural or man-made hazards, such as: fire, flood, windstorm, drought, pests, epidemics, cold spell, hail, landslide, earthquake, chemical spill, water pollution, air pollution and others, which cause significant damage to health, life, property, economy and the livelihood of people in society, both in the short and long term;
Emergency relief means: providing urgent and immediate assistance to those who are suffering from disaster;
Emergency infrastructure repair means: repairing roads, bridges, electricity, irrigation, water gates, telecommunications, hospitals and others at the disaster site in order to enable access to rescue the lives and property of citizens, as well as to prevent the disaster from causing major damage;
Disaster victim means: individuals and legal entities who are affected and suffer damage from a disaster;
Flood disaster means: a serious danger caused by heavy rainfall for many consecutive days leading to flooding and flash floods that cause damage to people's property;
Wind disaster means: a serious danger caused by strong winds that cause damage to people's houses, livestock and crops.
Principles of management and administration of the Vientiane Capital Disaster Management Fund
The management and administration of the Vientiane Capital Disaster Management Fund shall follow the following principles:
1. Strictly comply with policies, laws and regulations;
2. Ensure the use of fund money is correct according to objectives, economical, efficient and effective;
3. Have a receipt-payment system by clearly recording income-expenditure through the deposit system at the National Treasury of Vientiane Capital;
4. Be flexible, prompt, fair, transparent, and verifiable.

Article 3 Vientiane Capital attaches importance to disaster management by formulating strategies, measures, action plans, projects, education, awareness raising, staffing, providing information, budget, equipment, vehicles and mobilizing assistance so that relevant organizations can operate efficiently and effectively, ensuring peace, safety, reducing risks to life, health, property, rights and legitimate interests of citizens in Vientiane Capital; Vientiane Capital encourages and mobilizes individuals, legal entities and organizations both domestic and foreign to contribute capital, technical expertise, equipment, vehicles, materials, labor and intelligence to disaster management work; encourages, promotes and creates conditions to facilitate individuals, legal entities and organizations both domestic and foreign who contribute capital to the Vientiane Capital Disaster Management Fund in accordance with regulations; Vientiane Capital pays attention to human resource development, improvement and construction of necessary infrastructure, research and transfer of knowledge, use of modern and environmentally friendly technology, and use of local wisdom in disaster prevention and management in Vientiane Capital.
