Article 2 Agricultural Land
Agricultural land is land designated for use in cultivation, animal husbandry, fisheries, irrigation, and agricultural research and experimentation.

Article 2 Interpretation of Terms
The terms used in this Decree shall have the following meanings:
1. Fertile soil means soil having sufficient chemical, physical and biological properties for plant growth;
2. Soil degradation means the decline of chemical, physical and biological properties due to human actions or natural changes;
3. Fertilizer means substances containing chemical elements necessary for plant growth and yield increase, including two main groups: inorganic fertilizers or chemical fertilizers and organic fertilizers;
4. Inorganic fertilizer or chemical fertilizer means fertilizer obtained from chemical synthesis processes, containing defined primary plant nutrients such as nitrogen (N), phosphorus (P), potassium (K);
5. Organic fertilizer means fertilizer derived from plant residues, animal residues, organic matter, such as agricultural waste, livestock manure, bat guano, which have undergone composting, fermentation or other technical methods, including biofertilizer;
6. Biofertilizer means a type of organic fertilizer mixed with one or more strains of microorganisms or bacteria according to user needs, aiming to promote or enhance the beneficial effect of fertilizer on plants and prevent plant root infection;
7. Factual condition means a reality that must be accepted, arising from nature and defined in law, contract or other legal instruments.

Article 4 Principles on Agricultural Land Work
Agricultural land work shall follow the following principles:
1. In line with policies, laws, national land allocation master plan, agricultural land management strategic plan, national economic and social development plan;
2. Centralized and unified management nationwide;
3. Ensure the preservation of agricultural land area without loss;
4. Ensure the use of agricultural land to achieve maximum benefits and create the least negative impact on soil quality, water, environment, economy and society;
5. Ensure coordination among sectors, relevant local administrative bodies, participation of communities and people;
6. In line with the conventions to which the Lao PDR is a party and relevant international treaties.
